The circulation of newspapers is not greater now than 5 or 6 years ago, the increase has taken place in the Irish and Scottish journals.

This gloomy picture was based on the stamp returns, and rather surprisingly did not mention the circulation of unstamped papers. On that subject, the Standard of 10 September 1833 had a great deal to say. It pointed out that the poor were not taking advantage of the cheap innocent and respectable reading’ now readily available. But, it went on,

perhaps they have been reading – doubtless they have, and we are enabled, from an authentic source, to give some account of their reading … It is a list of the unstamped political publications in defiance of the law, with the late average sale of each:
